Rules

  1. Participation in the Omniverse project is open to all active members of the Clobberin' Times in good standing.
  2. All characters should be original to the Omniverse. They cannot be part of a campaign world already discussed previously in the Clobberin' Times.
  3. References to the Invaders must be vague. No one knows where they come from. Everyone has a different theory on that. Even if a character's origin is linked to the Invaders, detailed information about their origins should not be revealed without full endorsement of the Board. Thee governments of the world would have remained hush hush on the specifics of the race(s). Those who fought them and survived are most likely not going to talk about it much. It was a horrific invasion. Many cities suffered damage, some more so than others (ex. San Diego).
  4. Magic/Mystical: Sue Grau is defining this and must approve all magic related things that are to be explained. Magic is to be rare! Also, avoid things like demons, vampires and werewolves.
  5. Any world changing events are out. No time travel, no second invasions, no portals to Hell, no gods (Asgardian or otherwise - though a character may think he heralds from such noble realms...), no large agencies or organizations that have extensive world-wide influence. Nothing that extends outside the creator's city on a massive scale.
  6. Each participant starts out with 2000 points to build a city. Additional "experience points" are gained through contributions to the Omniverse at a rate of 100 points per contribution published in the Times. Points should be divided among the creator's heroes (villains don't cost points). Any hero at a power level above a "standard agent" should be paid for out of this point pool. Points need not be spent immediately and can be retained for developing heroes later on.
  7. Each contributor choses one real world city and fictionalizes it (names are to be changed). Further, contributors can rename areas in the immediate vicinity of their city as long as it does not infringe upon another creator in the same area.
  8. Contributions may take the form of character sheets, fiction, art or any other media of submission in the Clobberin' Times.

Rules Addendum

Comic Books: Yes they exist but nothing that is published in the real world (no DC, Marvel, Image, etc.) However, Pulp heroes like the Shadow, Tarzan, the Lone Ranger and such would have appeared in fiction, movies, radio serials, etc.

Prisons: Further clarifications:
  1. No Federal sponsored Paranormal Prisons
    • Too expensive
    • Not practical given drop in Paranormal Pop.
    • Federal Gov. more busy with rebuilding US Structure (Post Invasion)
  2. State runned prisons
    • Local control more practical
    • They can have Paranormal wings (sectors)
  3. Paranormal Prison wings
    • Can vary in size and how much of they prison may specialize in them, due to the amount of local Paranormal Population.
    • Wings can be broken up by power level.
      1. Normal Gadgeteer villian can be in General Pop.
      2. D-Block can be for Superman Level Psychos.
  4. Omniverse creators can propose local prisons that "Specialize" in containing mostly Paranormals (Say 90% of the Prison Population). a) This can be possible when there is a major Paranormal pop in the area. b) A local Private Enterprise specializes in building Paranormal Containment areas. Maybe they (The Private Co.) have plans for one day creating THE PARANORMAL GULAG OF THE UNITED STATES.

Television Networks: ABC, CBS and NBC are the traditional three. FOX, UPN and WB are all into the game too. Cable includes CNN, MTV, VH-1, TNT, TBS, HBO, ESPN, etc. All the Turner owned and operated networks now are headquartered in Victoria, GA (Ted Turner still owns them all).

Products: Fast food chains and products can be similar to today. If a hero were to hired for doing endorsements or a storyline centers around such things which could be viewed as slanderous to a known company, it is suggested that a made up name is used instead. Ask the Board for more details.
